Government created or owned information that isn't sensitive but which needs dissemination controls is categorized as Controlled Unclassified Information (CUI). A breach in 2014 that targeted the US Office of Personal Management (OPM) exposed the personal details of 21 million government employees. The sensitivity of CUI and its relevance to national security make it highly vulnerable to threats, and especially when it resides in non-federal systems. Guidelines governing CUI did not exist until recently, which made it easy for adversaries to access it.
