Can't Setup Device – Error during Device Owner / Admin Enrollment

Problem

When attempting to enroll an Android 9.0 or above device as a work device (Device Owner mode), the error message “Can’t setup device” may appear, preventing successful enrollment.

Cause

The error may occur due to one of the following reasons:

  • Wi-Fi connectivity issue
  • Firewall or proxy blocking.

Resolution

1. Check Wi-Fi Connection
  • Try connecting the device to a different Wi-Fi network or use a mobile hotspot.
  • If the issue is resolved, the problem was with the original Wi-Fi network.
2. Verify Firewall/Proxy Settings
  • Ensure that the required ManageEngine MDM domains and ports are allowed in your firewall or proxy.
  • Refer to the list of required network exceptions here.
After confirming connectivity and firewall settings, retry the enrollment process.
