Event ID 3091 indicates that there was an error while processing the incoming replication message during public folder replication. There can be various reasons for not being able to process a public folder replication message. However, the most important and probable source of error is the corruption of public folders in Exchange server. To avoid such Exchange issues, you must monitor public folders continuously.
