We can monitor AWS in these regions - AWS Global, AWS China and AWS GovCloud. Similarly, we can monitor Azure in Azure Global, Azure Gov Cloud, Azure China. If the question is regarding where Applications Manager product can be installed on public cloud, we can deploy the marketplace version on AWS Global and Azure Global.

The calculation does not consider 75 samples out of 100 samples. It just takes the response time of each transaction and takes the Apdex threshold value and based on these parameters it is finding whether the transaction is satisfied or tolerating or frustrated.
