Mail-enabling a public folder allows users to post to the public folder by sending an email message to it. Either the Exchange admin center (EAC), or PowerShell should be used to enable or disable mail for public folders.

However both the means have its own drawback. The EAC cannot be used to handle public folders in bulk. Meanwhile, in Exchange Online PowerShell, before a public folder is mail-enabled, Set-PublicFolder cmdlet should be used to manage all of its settings. After the public folder is mail-enabled, Set-PublicFolder and the Set-MailPublicFolder cmdlets should be used to manage the settings. IN other words two the cmdlets differ before and after mail enabling a public folder.
