How to assign a specified RBAC role to specified principal at the specified scope.

Cmdlet Description:

The cmdlet is used to grant access by assigning appropriate RBAC to a specific scope, specific principal. You can grant access to a subscription by assigning a role to a subscription. You can also grant access to a particular resource group in a subscription by assigning a role at resource group level. To do this, you need to specify a user, Azure AD ObjectID, use SignInName. To specify an Azure AD application you need to specify ApplicationID or ObjectID parameter. The role being assigned can be defined using RoleDefinitionName parameter.

PowerShell:

New-AzRoleAssignment -ObjectId <String> [-Scope <String>] -RoleDefinitionName <String> [-AllowDelegation] [-DefaultProfile <IAzureContextContainer>] [<CommonParameters>]

Example:

New-AzRoleAssignment -ResourceGroupName rg1 -SignInName allen.young@live.com -RoleDefinitionName Reader -AllowDelegation

A Reader role is granted to a user at a resource group. The Role Assignment is available for delegation.
