What is audit policy change?

Audit Policy Change is a security policy setting, which when enabled, specifies whether to audit every instance of a change to user rights assignment policies, audit policies, or trust policies.

You can choose to audit successes, audit failures, or not audit the event type at all. Success audit entries are generated when a change is successfully made to user rights assignment policies, audit policies, or trust policies. Failure audit entries are generated when a change made to user rights assignment policies, audit policies, or trust policies, is unsuccessful. To set this value to No auditing, select the Define these policy settings check box in the Properties dialog box for this policy setting, and deselect the Success and Failure check boxes.

This setting can be accessed by navigating to Computer Configuration > Windows Settings > Security Settings > Local Policies > Audit Policy.
