Shutdown: Allow system to be shut down without having to log on is a policy setting that decides whether a system can be shut down by a user who is not logged on. If this policy is enabled, the shut down option appears on the logon screen and users can shut down the system even before logging on to it.

It is recommended that this policy is disabled as unauthorized users could remotely or locally access the machine and shut it down without identifying themselves, causing a denial-of-service to users.
