Unione dei Comuni della Bassa Romagna is a union of nine municipalities, located in the province of Ravenna in the Emilia-Romagna region of Italy. Established in 2008, the union coordinates shared public services including finance, urban planning, education, culture, and IT across a population of over 100,000 residents. The organization's IT environment includes two interconnected data centers—one for production in Ferrara and another for disaster recovery in Ravenna, supporting approximately 600 employees, additional administrators, and around 1,100 endpoints.

The challenge: Automating IT infrastructure management across a distributed environment

Managing IT operations across nine municipalities, with around 1,100 endpoints and a lean team of 100 technicians, meant the Unione's IT staff were constantly dealing with manual, time-consuming tasks. The organization needed a simple, immediate solution that could automate infrastructure management and streamline operations including software deployment, which their existing tool did not support natively. Any solution also had to be easy to implement and use, without requiring extensive technical training, so the team could get up and running quickly.

The solution: Cloud-native ITSM that fits right in

The organization first adopted ManageEngine in 2019 with Endpoint Central for endpoint and software deployment management. When the team decided to move to the cloud, ServiceDesk Plus Cloud became the natural choice for their ITSM needs. The native integration between ServiceDesk Plus Cloud and Endpoint Central Cloud meant the team could manage IT services and endpoints from a single, connected environment, without the overhead of custom integrations or additional configuration.

"We chose ServiceDesk Plus Cloud because the two solutions are integrable, and the fact that they could be used in the cloud already natively integrated gave us advantages over other solutions," said Luca Minzoni, head of IT infrastructure and security at Unione dei Comuni della Bassa Romagna.

The platform's competitive pricing and ease of implementation further reinforced the decision. Compared to other solutions on the market that offered fewer features at a higher cost, ServiceDesk Plus Cloud delivered more value with less friction—an important consideration for a public-sector organization.

The impact: Automation and simplicity that empower a lean IT team

ServiceDesk Plus Cloud has had a meaningful impact on how the Unione's IT team operates. The platform's automation capabilities have taken manual, repetitive tasks off the technicians' plates, enabling them to accomplish more with limited resources—a critical advantage for a public-sector organization serving multiple municipalities.

Equally important, the solution's ease of use meant that the team did not need to invest significant time in training or onboarding. Technicians were able to get up and running quickly, without requiring highly specialized skills.

"ManageEngine definitely simplifies the work of us technicians. It lets you do a huge number of things and run many automations that take manual tasks off the IT team's plate. The more you automate, the more you can get done—that has been fundamental for the business," Minzoni said.
