Bulk remote mailbox creation is impossible with native tools and incredibly complex with PowerShell. ADManager Plus, however, offers a much simpler GUI-based alternative. You can create remote mailboxes in Exchange Server 2010, 2013, and 2016, while provisioning new AD accounts for users individually, as well as in bulk. All you need to do is configure the remote routing address during user account creation, and you're all set.
ADManager Plus lets you add remote mailboxes in bulk by applying a user creation template while importing the CSV file that contains the attribute values required for user creation—all you have to do is either mention the template's name in the CSV file or select the template from the UI. You can control this delegation by using templates to ensure the remote mailboxes are only created in the approved format.
