324006: GSN tunnel limit exceeded

Message: %ASA-3-324006:GSN IP_address tunnel limit tunnel_limit exceeded, PDP Context TID tid failed.
Event 324006 is generated when the GPRS support node sending the request has exceeded the maximum allowed tunnels created. This would cause no tunnels to be created.
How could you resolve this situation?
Check to see whether the tunnel limit should be increased or if there is a possible attack on the network.
