1131: W3SVC event binding failure out of space

The IIS World Wide Web Publishing Service is responsible for managing the HTTP protocol and HTTP performance counters. An IIS web site is a unique collection of web pages and web applications that is hosted on an IIS web server. 

Event 1131 is generated when the W3SVC did not register a particular URL prefix for a site. The URL prefix and the site are specified in the message. This could be because HTTP.Sys has been configured to listen to too many ports. 

How could you resolve this situation?

Stop and restart the HTTP service. This would also stop the World Wide Web Publishing Service. All web traffic to the server will be stopped in the meantime.
